最新公布：日本提高經(jīng)營(yíng)簽證門檻后，申請(qǐng)量暴跌96%

“經(jīng)營(yíng)?管理簽證”是面向在日本創(chuàng)業(yè)的外國(guó)經(jīng)營(yíng)者所設(shè)立的在留資格。

但由于存在一些人通過(guò)設(shè)立空殼公司，將其作為非法移民手段加以濫用的情況，因此日本政府于去年10月提高了申請(qǐng)門檻。

這個(gè)政策尤其對(duì)經(jīng)營(yíng)小型餐飲店的外國(guó)人影響較大，目前已經(jīng)出現(xiàn)部分店鋪關(guān)閉的情況。

東京商工調(diào)查公司于3月至4月期間面向外國(guó)人經(jīng)營(yíng)的企業(yè)展開(kāi)一項(xiàng)調(diào)查，共收到299家企業(yè)的回復(fù)，其中也包括許多經(jīng)營(yíng)餐飲店的公司。

在被問(wèn)及新規(guī)對(duì)經(jīng)營(yíng)是否造成影響時(shí)，有164家公司（占55%）表示“沒(méi)有影響”。

而對(duì)于表示“受到影響”的企業(yè)，在應(yīng)對(duì)措施方面（可多選）：

• 82家公司（占整體27%）表示“通過(guò)增資等方式應(yīng)對(duì)”

• 35家公司（占12%）表示“正在考慮出售或合并企業(yè)與業(yè)務(wù)”

• 19家公司（占6%）表示“考慮轉(zhuǎn)讓經(jīng)營(yíng)權(quán)”

• 另有16家公司（占5%）表示“正在考慮停業(yè)”

此外，在詢問(wèn)“哪些條件對(duì)企業(yè)決策影響最大”時(shí)，共有45家公司作出回答。

其中，“注冊(cè)資本提高至3000萬(wàn)日元”影響最大，有20家公司（占44%）提到這一點(diǎn)。

根據(jù)東京商工調(diào)查公司的數(shù)據(jù)，2024年日本國(guó)內(nèi)新成立的約14萬(wàn)家公司中，注冊(cè)資本達(dá)到3000萬(wàn)日元以上的企業(yè)僅占1%，而95%的企業(yè)注冊(cè)資本不足1000萬(wàn)日元。

另外，包括許多由外國(guó)經(jīng)營(yíng)者開(kāi)設(shè)的小型咖喱店在內(nèi)的“其他專業(yè)料理店”，在2025年度的倒閉數(shù)量已達(dá)到91家，創(chuàng)下過(guò)去30年來(lái)最高紀(jì)錄。

其背景被認(rèn)為與物價(jià)上漲以及勞動(dòng)力短缺有關(guān)。
