5月1日起，新修訂的《通信短信息服務管理規定》正式施行。新規明確要求，未經用戶明示同意，任何商家不得發送商業短信。
此外，新規對授權底線、退訂機制與發送、端口與身份管理及全鏈條監管與處罰等幾方面進行了規范和要求。
